Amend Gerrit v3.10 release plan with reference to SAP hackathon

The Gerrit release plan needs updating because of the following
new events:

- v3.10.0-rc2 has been withdrawn, due to a critical issue found
  during E2E testing
- some key features aren't completed yet, including the deletion
  of groups (kudos to Ericsson) and the WorkQueue parking mechanism
  (kudos to Qualcomm)
- SAP organised the Gerrit hackathon 1 week after the release,
  making more convient to delay the release by 1 week

The new release date is therefore the 17th of May 2024.
