Update bug triage instructions

The Gerrit issues have been migrated from Monorail into the Gerrit
Tracker. Things are a bit different in the new Gerrit Tracker which is
why the instructions need to be updated:

* The issue type is a field, not a label.
* The set of possible issue statuses is different and statuses are named
  differently.
* Labels have been replaced by hotlists.
* The visibility of security issues is limited by moving them to the
  Security component.
