Add a script to build a snapshot version gwtorm is only used by Gerrit Code Review, which does not especially care about release versions. Streamline the process to make and deploy simple changes to gwtorm that can be used by Gerrit. Change-Id: If924d3824bb74b5c95a0ffce471417a597682323
