Bazel: Align dependency versions with Gerrit

Update Gitiles' Bazel dependency pins to match versions used by Gerrit:

- asm: 9.9.1 -> 9.10.1
- byte-buddy: 1.18.12 -> 1.18.14
- commons-codec: 1.18.0 -> 1.20.0
- commons-lang3: 3.18.0 -> 3.20.0
- jetty: 12.1.12 -> 12.1.13
- mockito-core: 5.23.0 -> 5.24.0
- protobuf-java: 4.36.0 -> 4.36.2
- slf4j: 2.0.18 -> 2.0.20

Gitiles - A simple JGit repository browser

Gitiles is a simple repository browser for Git repositories, built on JGit. Its guiding principle is simplicity: it has no formal access controls, no write access, no fancy Javascript, etc.

Gitiles automatically renders *.md Markdown files into HTML for simplified documentation. Refer to the Markdown documentation for details.

Configuration

Gitiles is configurable in a git-style configuration file named gitiles.config. Refer to the configuration documentation for details.
