copy-approvals: continue when there are corrupt meta-refs in a project If there was a corrupt meta-ref in a project, the copy-approvals would fail for all changes in that project. This is caused by the fact that BatchUpdate is used to apply the updates to the meta-ref. If one of the operations fails the whole BatchUpdate fails. Add an integration test which shows that one corrupt meta-ref makes it impossible to copy-approvals for other changes in the same project. Catch any exception when copying approvals on a project level and then retry, this time checking for corrupt meta-refs and skipping them. This way, if there are no corrupt refs in a project the initial BatchUpdate wold finish successfully and we do not have to pay penalty of checking for corrupt meta-refs for that project. Only in the case when the BatchUpdate fails we will retry and, this time, detect and skip corrupt meta-refs. Install Bazel and run the following:

On Debian/Ubuntu run:
apt-get update & apt-get install gerrit=<version>-<release>
NOTE: release is a counter that starts with 1 and indicates the number of packages that have been released with the same version of the software.
On CentOS/RedHat run:
yum clean all && yum install gerrit-<version>[-<release>]
On Fedora run:
dnf clean all && dnf install gerrit-<version>[-<release>]
Docker images of Gerrit are available on DockerHub
To run a CentOS 8 based Gerrit image:
docker run -p 8080:8080 gerritcodereview/gerrit[:version]-centos8
To run a Ubuntu 20.04 based Gerrit image:
docker run -p 8080:8080 gerritcodereview/gerrit[:version]-ubuntu20
NOTE: release is optional. Last released package of the version is installed if the release number is omitted.
