dev-eclipse.txt: Amend the section on hosted mode debugging

The existing section on hosted mode debugging left out a couple of
steps, and the requirement to use DEVELOPMENT_BECOME_ANY_ACCOUNT
instead of OpenID is not mentioned anywhere.
