GetDiff: Do not load comments on whole file Comments are only necessary to ensure hunks with comments are included even if they fall outside of the context selected by the caller. If the caller is requesting the entire file, comments can be safely ignored. Change-Id: I5d5ccbb7bdd7507d9a133a80043a542d01cc967c
