Correct submodule SHA-1 for plugins/download-commands
Change Iebaa8387d unintentionally modified the submodule reference
back to an earlier state. As we didn't have any changes for the
plugin in the meantime, the issue didn't auto-correct.
Reset the submodule reference to
47b783ea75036664dd591d2d3f1bcd06b68cdd5e which is still the commit at
the top of master of plugins/download-commands.
