Skip the diff cache for persisting copied votes: use RevWalk We currently persist copied votes on upload and then need to consult with the diff cache whether the list of files has changed (if the vote should be copied if list of files has not changed). If we do that using the diff cache, there are some visibility problems since the commit does not yet exist in the repository, as it's just being created. To fix it, we add new methods to the diff interface that accept a RevWalk object. We load the modified files directly instead of looking them up from the cache. RevWalk has visibility for the newly created commit consistently. This bug is not currently reproducible but we create this change as a measure to fix potential issues that could arise from this bug. Install Bazel and run the following:

On Debian/Ubuntu run:
apt-get update & apt-get install gerrit=<version>-<release>
NOTE: release is a counter that starts with 1 and indicates the number of packages that have been released with the same version of the software.
On CentOS/RedHat run:
yum clean all && yum install gerrit-<version>[-<release>]
On Fedora run:
dnf clean all && dnf install gerrit-<version>[-<release>]
Docker images of Gerrit are available on DockerHub
To run a CentOS 8 based Gerrit image:
docker run -p 8080:8080 gerritcodereview/gerrit[:version]-centos8
To run a Ubuntu 20.04 based Gerrit image:
docker run -p 8080:8080 gerritcodereview/gerrit[:version]-ubuntu20
NOTE: release is optional. Last released package of the version is installed if the release number is omitted.
