init: Grant streamEvents to Non-Interactive Users In most installations using the Hudson/Jenkins trigger plugin admins will add the CI server role account to the Non-Interactive Users group. Default this group to have streamEvents permission so the plugin works out of the box. Bug: issue 1886 Change-Id: I7b860f801bdd837c33f249b46735ef432bccc970
