Fixes minor race condition that unnecessarily reset view-state One role of the gr-change-view method `_paramsChanged` was to determine whether to reset the file list view state, including the `selectedFileIndex` state parameter. It did this by checking whether the change number or either end of the patch range had been modified. When initializing gr-change-view, a `patchNum` with the value `undefined` is used to indicate that the latest patch should be selected. The `_changeChanged` method normalizes the `patchNum` by scanning the change object for the number of the latest known patch. Because of the way that observers were wired up, `_paramsChanged` would check the `patchNum` before it had been normalized by `_changeChanged`, thereby comparing a specific patch number with `undefined`. This led to a false positive that the view state needed to be reinitialized. With this change, the view-state check is moved into its own observer which will not be executed until both the parameters and change object have been loaded. Install Buck and run the following:

On Debian/Ubuntu run:
apt-get update & apt-get install gerrit=<version>-<release>
NOTE: release is a counter that starts with 1 and indicates the number of packages that have been released with the same version of the software.
On CentOS/RedHat run:
yum clean all && yum install gerrit-<version>[-<release>]
NOTE: release is optional. Last released package of the version is installed if the release number is omitted.
