Bazel: Exempt archive dependencies from LC label
This change is moving some archive dependencies to nongoogle.bzl file
to exempt them from LC label requirement.
Bazel platforms and rules_java are not used in Gerrit fork at Google.
RBE build is not used at Google, and thus RBE configuration definition
should not require LC label.
Finally, Google protocol buffers is a Google project and every released
version is already included in Google's monorepo, so that no LC label is
required (similarly to Google guava library).
