Show global capabilities to all users that can read refs/meta/config
Users that have read access to the refs/meta/config branch of the
All-Projects project can fetch the branch and see in the project.config
file which global capabilities are assigned. There is no need to hide
this information in the WebUI.
If the global capabilities are hidden in the WebUI, proposed changes
to the access rights of the All-Projects project (created by 'Save For
Review') will wrongly contain the removal of all global capabilities in
addition to the intended modifications.
Showing the global capabilities also enables to propose changes to the
global capabilities for review from the WebUI.
