Update the 2.8 release notes with recent changes Add recently merged fixes. Restructure the "Web UI" part of the "Bug Fixes" section to list the fixes according to UI area. This makes the structure more consistent with the structure of the "New Features" section. Remove the "Updates" section which only contains "TODO". Change-Id: I7dfaa80bba820f5ca31c400e561868d1d81a0a11
