Add guide for project owners
Being a project owner in Gerrit provides many possibilities to
customize the workflow for that project. Unfortunately many project
owners are not aware of it. This new guide should help them to discover
the relevant Gerrit features. The Gerrit documentation already
describes many of the features but it's all spread in different places
and difficult for project owners to find.
So far the project owner guide describes topics around access control.
But this is only a first step and further topics should be added
later.
