Decrease min voting period for electing new Gerrit maintainers

14 calendar days feel like a long time, especially when most
maintainers have already voted immediately. We chose 14 calendar days so
that maintainers that are out for a week still have enough time to see
the proposal and vote. 10 calendar days should be also sufficient for
this.
