Revert "Fix getChange ignoring optionsHex on project cache miss."

This reverts commit ce2a9145a674af3261f2df55d2ee17e2755d6c4e.

Reason for revert: b/448382956. This resulted in /c/$CL_NUMBER redirect broken, because of producing such URLs: https://$HOST/changes/?q=change:481804?q=change%3A481804
