Fire GitReferenceUpdated from NotesBranchUtil Callers of NotesBranchUtil don't have to remember to fire the GitReferenceUpdated event. As a side effect this change also fixes the issue that the BanCommit command didn't fire this event for the refs/meta/reject-commits branch.
