Build gitiles with Bazel Replace the buck build with bazel. The archived output is only the gitiles.war file. Ideally we would also separately archive the servlet and blame-cache jar files, but the build currently generates blame-cache as 'liblib.jar' and it doesn't make sense to archive that. We can extend the archiving after the output jar name is fixed in the gitiles build. Change-Id: Ia092c79e86ded07d62c3b595dfeca4785a4ea49d
