Exclude Elasticsearch and Cookbook from Bazel tests Elasticsearch and Cookbook tests are not mandatory for validating the Gerrit build and are actually very flaky and often failing. Exlude them from the build and any other potentially flaky ones. Additionally, they are very slow and cause the increase of the overall build to over 1h. There is a valid reason for excluding them from the official Gerrit build. Change-Id: Ie4b0c3819de7e387f30bef8c28e68e8524b8c238
