Build its-jira stable-2.16/master on their branches From now Gerrit master has no more references to ReviewDb which makes almost impossible to keep the same master branch compatible with both stable-2.16 and master for the its-jira plugin. Build its-jira and its-base on their own stable-2.16 and master branches. Change-Id: Iff7dc9acac853776e219702f44ced3bf630bfb30
