Install envsubst for allowing template expansions gettext-base contains envsubst which is extensively used in Docker container builds to expand templates using environment variables. When migrating from Ubuntu to Debian, this command was missing and it caused the failures of many builds of Gerrit <= 2.13 Change-Id: I9dfe00468b62a8792dbfcfac4a39bcff8abaf6fc
