Add extra Bazel verbose options during tests When executing plugin tests, use the same Bazel options used for the Gerrit verifier job, which adds more verbosity to test failures and a bunch of other settings. Change-Id: I17a2a7c12ac792b0293e52da4772834c8b3c1f56
