Fix owners plugin build after standalone refactoring Since the refactoring of the owners as standalone build as well, the owners-common package is not located anymore under /plugins but is found on the root Gerrit src directory. Gerrit CI builds have been failing since then and are now fixed. Change-Id: I78388a1c368d73b5eb07e693c31e2214ee1d0096
