Increasing SCM polling time With the increased number of jobs (all plugins for all branches) the pressure to the Google hosted git servers is getting too high. Plugins are not updated that often, so checks will be made no more than 20-30 times a day. Increased the SCM polling time for Gerrit as well. Change-Id: I69ee49c587f36f207c48281315074b825113130c
