Limit Groovy scripts to run on master The build controller scripts are designed to run on Gerrit master because they control the remote builds that run on remote slaves. Master is the node with direct connectivity to Docker host via socket and assures maximum stability. Change-Id: I8b1067ce763237985fcc7e9edeb88286a804194b
