Limit bazel tests parallelism to 1 Some tests (e.g. ElasticSearch) seem to fail intermittently when executed in parallel with others. To prevent the build to become flaky it is safer to temporarily disable the parallelism, at least with Bazel. Change-Id: I6d5922175f7942e4d321054e10b038d6ef56b62d
