Disable Bazel sandboxing There are a number of problems of running Bazel inside Docker and most of them are related to the sandboxing mechanism. Disable sandboxing until all of them would be fixed. Change-Id: I15bc00861ae8fe1bb5060e55ace4a2a5b7f013e1
