Introduce CopyStep(Path, Path).

Summary:
This adds Path-based constructors to CopyStep, which allows using Path
objects at higher levels. A follow-up task could be to switch the
implementation of CopyStep to use Path objects throughout (and lower),
but that's not necessary to start migrating higher levels.

Test Plan: Added a basic test case, ran tests

Installation

To build Buck, run the following:

git clone git@github.com:facebook/buck.git
cd buck
ant
./bin/buck --help
