Display Cassandra connection failures in the SuperConsole.

Summary:
Previously, Cassandra connection failures were not getting bubbled up to the user.
This removes CassandraArtifactCache's dependency on java.util.logging and reports
log messages through BuckEventBus instead.

Test Plan:
Ran `buck test --all` while Cassandra was down and verified that the error message
displayed only once.

Installation
