Prompt user to clean their buck directory.

Test Plan:
Buck build with garbage in my buckdir, verify I was prompted, verify if I cleaned
my dir cache hits worked, if I didn't there were no cache hits.

Installation

To build Buck, run the following:

git clone git@github.com:facebook/buck.git
cd buck
ant
./bin/buck --help
