Use Java 7 Files.createDirectories instead of File.mkdirs.

Summary:
File.mkdirs fails unpredictably and fails if the folder already exists,
which performs differently from command `mkdir -p`.
java.nio.file.Files.createDirectories handles situation and throws
a descriptive IOException if it truly fails.
