Remove the TODO about Buildable from AbstractCachingBuildRule. Summary: Now that we have a construcor in AbstractCachingBuildRule that takes a Buildable, I think it's fair to delete the TODO even though there is still more to be done. The TODO content is just likely to get out of date at this point. Test Plan: Sandcastle builds.
