Create a `buck cache <key>` command that tries to fetch <key> from Cassandra.

Summary:
Created a utility to fetch a particular cache key from Cassandra. This is
helpful when we see a key in build.log on buildbot that we want to pull down.

Test Plan:
Wrote a unit test: CacheCommandTest.
