Rearrange steps in AndroidBinary.getBuildSteps() so aapt_package steps come first.

Summary: This sets us up to do the aapt_package stuff in a separate build rule.

Test Plan:
Sandcastle builds.
Build all the things and make sure the APKs still come out right.

Installation

To build Buck, run the following:

git clone git@github.com:facebook/buck.git
cd buck
ant
./bin/buck --help
