Introduce primary_dex_manifest argument for android_binary(). Summary: In addition to primary_dex_substrings, we will now support a primary_dex_manifest argument that takes a file with one filename for the primary dex per line. Blank lines and lines that start with `#` will be ignored. Test Plan: Sandcastle builds. Wrote a unit test for SplitZipStep.
