Include the RuleKey on both BuildRuleEvent.Started and BuildRuleEvent.Finished.

Summary: This should make it considerably easier to debug caching issues.

Test Plan:
Sandcastle builds.
Inspect build.trace after doing a build and verify that RuleKeys are present.
