Move most zip functionality into a zip package.

Summary:
This is the first step in implementing ZipStep and UnzipStep using pure Java rather than
relying on shell commands. This simply rearranges the code by moving many of the zip
related classes (though not all of them: some are utils and some are Android specific)
into their own package.

Test Plan:
buck test --all
Manual inpsection to verify that the new zip tests have run.
