Replace netty-all with the individual dependencies

The netty-all is a pom-only dependency used only to refer
to all the sub-dependencies and their versions. Because Bazel
does not expand the transitive dependencies, the inclusion of
netty-all was essentially a no-op.

Pull all the individual dependencies needed to run the
netty layer for Zookeeper.
