  "message": "Fix SamlMetadataCreator runtime dependencies\n\nUpdate SamlMetadataCreator to use runtime_deps and depend on the already\nbuilt saml__plugin target instead of compiling the plugin sources again.\nThe tool only needs these dependencies at runtime, not at compile time.\n\nAlso add the required runtime dependencies for the utility: Gerrit\nserver, args4j, jgit, bcprov and dropwizard-core.\n\nA considered alternative was to use //plugins:plugin-lib instead of\nlisting the individual dependencies explicitly.
