  "message": "Resolve changes by project and number in AddReviewers\n\nWhen a new change is pushed and change indexing runs asynchronously\n(`index.indexChangesAsync \u003d true`), the `reviewers` plugin immediately\nruns `AddReviewers` to assign reviewers from `reviewers.config`. Because\n`AddReviewers` looks up the change by change number alone\n(`gApi.changes().id(changeInfo._number)`), Gerrit has to query the\nchange index to find which project the change belongs to. On Patchset 1,\nif background indexing has not finished yet, the lookup fails with\n`ResourceNotFoundException` and no reviewers are added.\n\nPass both the project name and change number\n(`gApi.changes().id(changeInfo.project, changeInfo._number)`) in\n`AddReviewers` so Gerrit reads the change directly from primary storage\n(NoteDb) instead of querying the change index.
