Convert ProjectControl visibility checks to PermissionBackend Gerrit core is hiding methods on ProjectControl to transition to PermissionBackend. Replace use of isReadable and allRefsAreVisible, checking ACCESS and READ permission instead. Change-Id: Ib426d14d6a535cbe2ebcfba456bc2cc094311ed7
