Remove CapabilityControl.Factory from RemoteSiteUser Core server has stopped including the CapabilityControl.Factory on every CurrentUser instance. It is no longer necessary to receive this in the constructor for the base class. Change-Id: Icd78338d484f57805ec59ea0f3e0770a1e948e4b
