  "message": "Set the config files after Gerrit init step\n\nIn 3.5 the events-kafka plugin introduced a `sendStreamEvents`\nproperty which defaults to `false` [1].\n\nThe events-kafka init step should check if the value is\nnot set before defaulting it.
