Don't fail if no owners in attentionSet

Currently, if there are no owners for the attention set an exception is
logged and causes the plugin to fail. Ensure that ownersForAttentionSet
is set before using it.

Currently all tests for `AbstractAutoassignIT` are ignored, will raise a
separate change to fix that.
