Bazel: Clarify the deployment of final artifacts I was getting error reports from Javamelody plugins users, that the plugin stop working after upgrade to gerrit 2.14 stable. The reason was the wrong deployment. Make it clear, where final artifacts need to be deployed in gerrit site. Change-Id: I804ad79086af6504de6d38cf5aeb188db531b220
