Configuring @PLUGIN@

Configuring @PLUGIN@ is a four step process:

1. Set up the general configuration
2. Set up rule on how/what actions should be taken
3. Restart gerrit, so the config changes take effect.
4. Install the @PLUGIN@ jar in your gerrit site.
