Bump to v3.9.0-rc4 and reuse FakeHttpServletRequest/Response

Bump to v3.9.0-rc4 and reuse Gerrit's FakeHttpServletRequest/Response
from its acceptance framework.
Remove the duplicated copy in the plugin and the ad-hoc
implementation tailored to the tests.
