Add metric that counts how often invalid OWNERS files cause failures Fixing invalid OWNERS files is the responsibility of the project team since they are maintaining the OWNERS files, however we are interested to know how often invalid OWNERS files cause requests to fail (they return '409 Conflict' so it's not a server failure that counts against SLOs). This plugin provides support for defining code owners for files in a repository.
If the code-owners plugin is enabled, changes can only be submitted if all touched files are covered by approvals from code owners.
