  "message": "Test that checker refs are only protected in the All-Projects project\n\nChecker refs should only be updated by Gerrit, this is why manual\nupdates to checker refs by push and submit are disallowed, as well as\ncreating changes on checker branches.\n\nOn all other projects refs that are named like checker refs should\nbehave like all other refs. This means users can create, update and\ndelete them, as well as creating changes for them. Add tests to make\nsure that this works.
